I'm able to do it with the help of a free RE called Aftermath CV8x4. The Combinator's Rotary dial takes Euclid from 1 to 16, then a jump to -16 and back up to 0. You can't export individual tracks in a Reason project as MIDI files. Reason can only export a single MIDI file containing all the MIDI tracks. Check the Global Parameters for the Beatstep. According to the Beatstep manual, you can choose from three response curves for the encoders. It sounds like you've chosen the "Slow" setting.

I'm assuming you want to use sidechaining to duck the reverb when an instrument plays?
