It's a speculation. And it's premature to speculate like that because for all I know the final release could come with all those kinks ironed out and a much better workflow. There's bugs, and then there's the functional state. Public beta normally means that the project is in feature-freeze status....

Not a bad design, but a starting point IMO. It is a bad design, because if you are designing a tagging system, the first thing should be 'how do we manage the tags and categories'. Starting from a set of hard-coded tags and categories is basically starting backwards. I still hope that they get this...
