Steinberg, the company who invented VST2, never released an apple silicon VST2 developer kit. They only released apple silicon VST3 devkits, and said that VST2 is dead.

Steinberg + Propellerhead invented VST2.

ReWire has been deactivated in Live 11.
Either use Live 10 or upgrade Reason to re-routing via Ableton Link or with VST3.
