Kong supports velocity layered samples.

Use the NN-Nano and you can have as many layers as you want. No, it's not as straightforward as MPC, but it's pretty easy.

Rex loops don't support this, but NN-XT does. Use Kong with a NN-Nano and you can assign multiple samples to each pad, each triggered by a different velocity range.
