thanks @eauhm and @loque for the help i have been using the inspector trick suggested by eauhm and it is a good work around. i somehow just assumed that any clip could be snapped to zero on a bar no matter where its start or finish point.

Just use the razor tool up at the measure bar, that will cut all tracks, according to the snap value you set.
