What does this R9 feature do? I was looking forward to better zoom but I can't notice any difference?

It means that when you zoom using the mousewheel, it will zoom to where the cursor is.

On macOS it's done by holding Shift+Command while scrolling with the mouse wheel. This is probably Shift+Control on Windows.

shift scrolls left and right
Ctrl enlarge or shrink the tracks
shift+ctrl zoom.

Yeah but shift/ctrl and mouse wheel on my Windows comp doesn't zoom to cursor for me exactly? not like I've seen it on Adobe Audition where it zooms right into the cursor.

weird, it zooms right to the mouse cursor to me... are you thinking of the playhead?
