i tried changing the midi note in my daw but when i did that...i coudln't control the velocity of each midi note for some reason, the velocity remained the same even if i changed it

You can Copy Loop to Track and edit the Midi data manually (disable loop playback)

You can also drag the REX file into the time line as audio and edit there (in slice edit mode), then convert it back to a REX loop if you want to bake the change into the REX file.
