I think it's probably something local to you. Can you try on a different device? Phone/tablet/different PC.

Do you have a fixed or temporary IP address from your ISP? If its temporary then it might periodically get re-assigned, and you might have been assigned an IP that has been banned. There are websites where you can enter your IP and check if its blacklisted and if it is then contact your ISP to get a new IP assigned. Alternatively you could try disconnecting your router for a period of time and see if that gets you a new IP.

You can also check any 'is it down' type website to type in the url you are trying to reach to see if its down for just you or everyone else.
