Yes, BUT you will still need the Track created for the Instrument so Reason knows what device to send that Automation to.
You can also use the MIDI Out device if you only want to send CC out of Reason to the (scary) wider world.
Knowing more about what your actual situation is will help get better answers.

I think you have answered my question. I am trying to send CC 7 and 8 to an external synth.

Yes using the MIDI Out Device - but be aware the timing resolution may be poor (in my experience).
